media-gfx/ipe-tools: fix live ebuild QA issues

Dedupe the identical KEYWORDS assignment in both branches of the
version conditional, add REQUIRED_USE for the python-single-r1
target when annotate/svgtoipe are enabled, and quote ${ED} in the
python_fix_shebang call.
