dev-libs/core: clean up ebuild lint

Reorder S/LICENSE/SLOT/KEYWORDS/IUSE/RESTRICT to the conventional
order, sort KEYWORDS, drop double/trailing blank lines, and document
the extensions/shared USE flags in metadata.xml.
