media-libs/libspiro: fix lint

RESTRICT="primaryuri" is no longer an allowed value in the gentoo
master repo's layout.conf; use the modern equivalent "mirror". Also
drop the empty IUSE/DEPEND and add the remote-id to metadata.xml.
