mail-mta/smailq: drop dead blockers

!net-mail/mailwrapper, !mail-mta/mini-qmail and !mail-mta/qmail-ldap
don't exist anywhere in this repo, gentoo, guru, or the thirdparty
overlay, and have no pkgmove history, so they can never trigger.
